35 Unwrapped Caramels
1/4 c Water
40 Shortbread cookies
24 oz Milk Chocolate Chips

Combine the caramels with the water in a small pan and melt over low heat.
Place the cookies side by side on an ungreased cookie sheet.
Spoon caramel on each cookie.
Chill in refrigerator until caramel is firm.
Melt milk chocolate chips in microwave. Be sure not to over heat.
Remove the cookies from the refrigerator.
Rest each cookie on a fork and spoon chocolate over top.
Place on wax paper and cool at room temperature for 1 to 2 hours or until firm
